Customs clearance is the official process of lodging a declaration with Lebanese Customs, paying applicable duties and taxes, and obtaining release so that goods can enter or leave Lebanese territory legally. Every commercial import and export passing through the Port of Beirut or Rafic Hariri International Airport must clear customs, there is no bypass, and errors in documentation lead directly to delays, storage charges and potential penalties.

The customs clearance process: step by step

Port of Beirut (sea freight imports)

1. Pre-arrival document preparation. We collect the bill of lading, commercial invoice, packing list, certificate of origin and any commodity-specific permits before the vessel reaches port. Lodging a complete declaration on day one avoids demurrage.
2. HS code classification. We classify every line item under the correct Harmonised System tariff code. Classification determines the duty rate and whether special controls apply.
3. Customs declaration (Déclaration en Douane). Our broker submits the import declaration electronically through the Lebanese Customs system (ASYCUDA World). The system assigns a risk channel, green (auto-release), yellow (documentary review) or red (physical inspection).
4. Duty and tax payment. Once the declaration is accepted we calculate customs duties, 11% VAT and any applicable levies, arrange payment through a licensed customs bank, and present proof of payment.
5. Inspection (if required). For yellow or red channel shipments we coordinate with Customs officers for documentary or physical examination, including container devanning and re-stuffing where needed.

Rafic Hariri International Airport (air freight)

The process mirrors the port flow but moves faster. Our team is based in the LAT Building, Cargo Village, giving us immediate proximity to customs and cargo handlers. Typical document-complete clearances at the airport take 1-3 working days; priority perishable clearances are handled same day where documentation allows.

1. Receive master and house air waybills from the airline.
2. Submit import declaration in ASYCUDA World with supporting documents.
3. Pay duties and taxes; coordinate inspection if assigned.
4. Obtain cargo release from customs and the airport cargo terminal.
5. Deliver to the consignee or transfer to bonded/cold store.

Documents required, the standard checklist

For sea freight imports (Port of Beirut):

• Original or telex-released bill of lading
• Commercial invoice (stating unit values, currency, Incoterm)
• Detailed packing list
• Certificate of origin (endorsed by the Chamber of Commerce of origin)
• Import declaration form
• Import permit (food, chemicals, pharmaceuticals, arms, commodity-dependent)

• Quality-control or conformity certificate (Ministry of Economy requirements)

For air freight imports (Beirut Airport):

Export customs clearance from Lebanon

Exports are generally simpler than imports but still require formal customs treatment. For sea freight we submit an export declaration, present the goods for customs assessment, and obtain a customs-stamped bill of lading. For air freight we prepare the export manifest and coordinate with the airline and airport customs. Regulated exports, such as cultural artefacts, dual-use goods or controlled chemicals, require Ministry approvals in advance; our team advises which apply to your commodity.

Duties, taxes and landed cost planning
